<div>U.S. Immigration and Customs Enforcement (ICE) is the principal investigative arm of the U.S. Department of Homeland Security (DHS) and the second largest investigative agency in the federal government. Created in 2003 through a merger of the investigative and interior enforcement elements of the U.S. Customs Service and the Immigration and Naturalization Service, ICE now has more than 20,000 employees in offices in all 50 states and 47 foreign countries.</div>
<div>ICE&#8217;s primary mission is to promote homeland security and public safety through the criminal and civil enforcement of federal laws governing border control, customs, trade, and immigration. The agency has an annual budget of more than $5.7 billion dollars, primarily devoted to its two principal operating components &#8211; Homeland Security Investigations (HSI) and Enforcement and Removal Operations (ERO).</div>
<div>The Geospatial Analyst III will provide standard work day support in Geospatial Production for ICE’s Intel unit.</div>

<div>Responsibilities</div>
<div>The Geospatial Analyst III will be responsible for manning the Geospatial Information System Desk (GIS Desk) within ICE’s classified environment.  Additionally, the Geospatial Analyst III may be called to work on the top secret side in support of particular events and thus must hold an Active Top Secret clearance.  The Geospatial Analyst will respond for creating new geospatial products, which will be generated for dissemination with other tracked information regarding a particular ICE event and the Department’s response posture.</div>
<div>The successful candidate for the Geospatial Analyst III position requires an in-depth knowledge of industry leading Geospatial tools including the ESRI tool set.  The Geospatial Analyst III, by virtue of the position, may be required to provide surge support during critical incidents affecting the nation’s security of safety.</div>

<div>Specific duties and skills associated with the Geospatial Analyst III include:</div>
<div>	Rapid development of Geospatial Products using ESRI tool set</div>
<div>	Ability to interpret and explain geospatial products to ICE leadership</div>
<div>	Understanding of visualization tools such as ESRI-based web interfaces and Google Earth</div>
<div>	Ability to work autonomously</div>
<div>	Understanding of Geodatabases and data in general, ability to incorporate data sets on-the-fly in a geospatial product</div>

<p>Do you wonder how accurate (or inaccurate) survey grade data really is? Should you be comfortable with GPS vertical results you’re getting? Are you aware of the all the factors that affect GPS accuracy? Have you incorporated Survey Grade Data into your projects? So how does survey grade GIS data really help you, both spatially and in your pocket?</p>
<p>This discussion will answer these questions and more. We will explain of some of the facts and fallacies of survey grade data. You will be brought through a quick review of the science behind GPS and the accuracies (or inaccuracies) of vertical data obtained with GPS. Our discussion will revolve around local RTK networks, the effects of atmosphere, multipath, geoids, equipment limitations and more.</p>

<div><strong>Summary:</strong></div>
<div>The Florida Panther is the last subspecies of Puma still surviving in the eastern United States, and is restricted to less than 5% of their historic range.  The recovery strategy for the Florida panther is to maintain, restore, and expand the panther population and its habitat in southern Florida, expand this population into south-central Florida if enough habitats exist to reintroduce two additional populations, and facilitate the panther recovery with public awareness and education.  The two major GIS data sets, created by the Florida Wildlife Commission, that represent the Florida panther and are used for spatial analysis are the panther telemetry data collected since 1981 and the panther death locations dating back to 1974.  The US Fish &amp; Wildlife South Florida Ecological Service Office utilizes those data sets to help reach its goals for the Florida panther recovery strategy.</div>
<div>Recently, a predictive distribution map for the resident breeding panthers in southern Florida was produced.  Using 10-fold cross validation, the model was 90 percent accurate in predicting presence or absence of panthers in the 17,000 square kilometer study area.  On a scale of 0-1, all panther home ranges had an average model-predicted probability between 0.48 and 0.98, with a median probability of 0.87.  These models will be useful for evaluating the impacts of future development projects, in prioritizing areas for panther conservation, and evaluating the potential impacts of sea-level rise and changes in hydrology associated with climate change.</div>
<div>Also, a Multiple Database Management System (DBMS) is being developed to be used as a geospatial tool to quantify habitat impacts from development in an action area (usually a 25 mile radius for panthers).  The DBMS will facilitate multi-platform collaborative utility based on TAILS, SFESO panther data (spatial and nonspatial), and RIBITS (DA conservation bank data).</div>

<p><strong>Abstract:</strong> Wellington prides itself in providing cutting edge technology in order to meet business needs.  A perfect example of this is Wellington’s wireless city! That’s right, we have a wireless broadband mesh network (Wi-Fi) running throughout, which allows staff to access network resources from anywhere in the city as well as remotely read water meters, communicate with and control lift stations and pump stations, and manage remotely located  security cameras.</p>
<p>This network saves the city over  $200,000 per year, and provides many opportunities for increased revenue. What better way to provide the most up-to-date information to our residents and staff then to have real time information pouring back to our end users!</p>
<p>GIS has allowed us to effectively map our Wi-Fi network and geocode routes that have been driven to check for signal strength.  GIS also uses the network to stream live data updates, connect to wireless cameras and much more!  One example of our daily GIS usage is seen by our Code Officers who can GPS their locations, find addresses and query property information instantly while in the field. We also use GIS to find the best locations for new Wi-Fi infrastructure, areas for improvement, etc. Wi-Fi and GIS, a can’t miss opportunity!</p>

</ul>
<p><strong>General Description:</strong></p>
<ul>
<li>The GIS Technician will be responsible for GIS database development, Spatial Analysis, and Map Production in an ESRI ArcGIS environment to ensure a successful Enterprise GIS implementation.</li>
</ul>
<p><strong> </strong></p>
<p><strong>Position Roles &amp; Responsibilities:</strong></p>
<ul>
<li>Compiles geographic data from a variety of sources including censuses, field observation, satellite imagery, aerial photographs.</li>
<li>Gathers, analyzes and integrates spatial data from staff and determine how best the information can be displayed using GIS.</li>
<li>Designs and update databases, applying additional knowledge of spatial feature representations.</li>
<li>Enters new map data by direct input of coordinate information using the principles of cartography including coordinate systems, longitude, latitude, elevation, topography and map scales.</li>
<li>A strong understanding and mastery of land survey principles and legal descriptions including metes and bounds and Public Land Survey System (PLSS).</li>
<li>Designs and creates special map and digital products as assigned using predefined procedures, knowledge of GIS data and required GIS skills.</li>

<p><strong>Education &amp; Skills Requirements:</strong></p>
<ul>
<li>Bachelor’s degree with a major in geography, information systems, information technology, land planning, or urban &amp; regional planning.</li>
<li>Required experience of at least 2 years with ESRI ArcGIS</li>
<li>Experience and/or academic work in one or more fields applicable to GIS applications including land resources, land planning, land records, environmental resource management.</li>
<li>High proficiency in communication, written, oral and cartographic skills – the ability to convey GIS spatial information to non-GIS users.</li>
